Once you have taken a backup of all your data from settings, and have sent an account deletion request, all your data will be erased from Billbooks servers permanently, without any chance for recovery.
Yes. However, please make sure you have equal number of active users based on the new plan you choose, as additional users may get deleted and will not have access to your account anymore.
