If you are looking for invoicing software that does not charge per user, it is usually because of one moment: the business grew from one person to two or three, you went to add a colleague, and the price changed. Sometimes it is an extra monthly charge for each person. Sometimes it is worse, and the only way to add anyone is to move the whole business up a plan.
Neither is unreasonable on its own. But for a small team that sends invoices rather than keeps books, paying again for every person who needs to log in adds up quickly, and it is rarely clear from the headline price.
The short answer: invoicing tools charge for people in three ways. Per seat, where each user adds a fee. Per plan, where users are included up to a limit and more people means a higher plan. And unlimited users, which some accounting products offer. For a team of two to ten, the per-plan model is usually cheapest, but the limits decide it.

Shared logins are the one to watch. They look like a saving, but you lose any record of who sent what, and when someone leaves you have to change the password everywhere.
The three ways tools charge for people
Per seat. The price is per user per month, so a team of three pays three times. It is predictable and fair for a solo worker, who only ever pays for one. It gets expensive fastest as a team grows.
Per plan, with a user limit. One price covers the business, with a set number of users included. Adding people costs nothing until you reach the limit, then you move up a plan. This is the model to check most carefully, because the limit is where the jump happens.
Unlimited users. Some products include as many users as you like on every plan and limit something else instead, such as the number of invoices a month. Worth knowing which limit applies to you before you decide it is the cheaper option.
What a team of three pays, tool by tool
List prices in US dollars as each company publishes them, checked for our comparison pages in August 2026. Monthly billing, before any introductory discount, which on several of these ends after a few months.
- Bonsai charges per seat: Essentials is $25 per user a month, so three people pay $75. See Billbooks vs Bonsai.

- Zoho Invoice is free, with a maximum of 2 users and 500 invoices a year. For two people it is hard to beat. A third person means moving to Zoho Books, which is accounting software. See Billbooks vs Zoho Invoice.
- Xero includes unlimited users on every plan, which is a genuine advantage for larger teams. Its limit is invoices instead: Early at $25 a month stops at 20 invoices a month, and unlimited invoices start on Growing at $55. Xero has announced a price increase from October 1, 2026. - Billbooks is priced per business with a user limit: Basic is $7.95 a month for 2 users, Standard is $14.95 for 5 users, and Professional is $29.95 for 10. So three people pay $14.95. The limits are real: a sixth person means Professional, and more than ten means a custom plan. See pricing.
Two things stand out. Per-seat pricing costs a team of three the most, and it only gets worse as you add people. And the cheapest option depends on your other limits too: Zoho is free for two, and Xero never charges for a person, but both limit how much you can invoice.
More than five people
Past five users the models spread out further. At ten people, per-seat invoicing at $25 a user is $250 a month. On FreshBooks the extra users alone come to $99 a month on top of the plan. Xero stays at its plan price whatever the headcount, which is where its unlimited users earn their keep, as long as its invoice limits suit you. Billbooks Professional covers ten users for $29.95.
Before paying for ten seats, check how many of the ten actually need to send invoices. Many teams need two or three people who bill and a few who only need to see where things stand. Some tools let you give limited access to the second group, which can change which plan you need.

What to do now, with what you already have
- Count the people who actually log in. Not the size of the team, the people who create or send invoices, plus anyone like a bookkeeper who needs to see them.
- Look at your last bill, not the pricing page. Add up what you pay for users, add-ons and the plan itself. Introductory prices on QuickBooks and FreshBooks revert, so the number you signed up at may not be the one you are paying.
- Work out the next jump. For each tool you are considering, find the point where adding one more person costs money, and how much. If you are planning to hire, that point matters more than today's price.
- Check the other limits. Invoices a month, clients, and projects decide the plan as often as users do. A tool that is free for your headcount can still be the wrong one for your volume.
- Stop sharing logins. Whatever you choose, give each person their own. It costs less than finding out who changed an invoice after a client disputes it.
