If you need to pay nothing, Zoho Invoice is the strongest free option here, because it does not hold features back. Watch the 500-invoices-a-year cap if you bill often. Wave and Invoice Ninja are free too, but both keep automatic reminders on the paid plan, and reminders are the feature that actually gets invoices paid.
